You can bet he has a go at it. I have even heard of linesmen(as they are called) making a fortune on the side by letting others have a go for small fee. As a kid I have heard of horror stories where people would get enormous bills allegedly for having made long distance calls to unknown relatives in far away lands. It doesn't happen as much now with cheaper call rates and advent of Internet. Linesmen are nondescript yet powerful cogs in the rickety wheel of Mumbai Telephones.
This is so cool a picture. I can totally recall seeing this all the time and actually still see it at least once when I am in Bombay.
