I do not know much about the Indian Lotto, but I see the carts filled with colourful pages all over town. I don't know if its government sponsored or private, but I would imagine it has to be run by private companies.

The tickets say "Maharashtra Rajya Lottery" which means "Maharashtra State Lottery". So they must be govt. supported.
